Barnhard, Co-Chair<\/em><\/strong><\/p>\n\n\n\n<p>Gary Barnhard \u2013 a self-described synergistic technological philanthropist, entrepreneur, and serial venture capitalist now serving as the President &amp; CEO of Xtraordinary Innovative Space Partnerships, Inc. (XISP-Inc) a start-up company focused on International Space Station technology development work as well as Barnhard Associates, LLC, a systems engineering consulting firm and Internet Service Provider (Xisp.net) based in Cabin John, Maryland. He is a robotic space systems engineer whose professional work includes a wide range of robotic, space, and computer systems engineering projects. He received a Bachelor of Science in Engineering from the University of Maryland College Park in 1982 combining Aerospace Engineering, Materials Science, with graduate work in science policy, solar physics, and artificial intelligence\/knowledge based systems. He served as a Space Systems Engineer and Information Systems Architect for EER Systems, and as a Senior Space Systems Engineer on the Grumman Space Station Systems Engineering and Integration Contract (SSEIC) responsible for advanced automation and robotic systems support. He was the Executive Secretary of the Space Station Freedom Program Robotics Working Group and received a NASA Group Achievement Award for the Robotic Systems Integration Standards Interface Design Review Team, as well as an Outstanding Support Award from the Canadian Space Agency Space Station Freedom Program Liaison Office. He is an Associate Fellow of the AIAA and a life member of the National Space Society.<\/p>\n\n\n\n<p><strong><em>John C. Mankins, Co-Chair<\/em><\/strong><\/p>\n\n\n\n<p>John C. Mankins, President of Mankins Space Technology is an internationally recognized leader in space systems and technology innovation, and as a highly effective manager of large-scale technology R&amp;D programs.<br>Mr. Mankins\u2019 25-year career at NASA and CalTech\u2019s Jet Propulsion Laboratory (JPL) ranged from flight projects and space mission operations, to systems level innovation and advanced technology research &amp; development management. He is also well known as an innovator in R&amp;D management. For example, building on the original NASA \u2018technology readiness level\u2019 (TRL) scale for technology assessment (defined first with 6 or 7 levels in the 1970s), he extended the scale to flight systems and operations in the late 1980s (TRLs 8 and 9), published the first detailed definitions of the TRLs in 1995, and promoted the use of the scale by the US Department of Defense in the late 1990s.<\/p>\n\n\n\n<p>Before leaving NASA, Mr. Mankins was the manager of Exploration Systems Research and Technology within the Exploration Systems Mission Directorate with responsibility for an $800M annual budget, involving more than 100 individual projects and over 3,000 personnel. For 10 years, he was the manager of Advanced Concepts Studies at NASA, and the lead for critical studies of space solar power, highly reusable space transportation, affordable human exploration approaches, and other topics. He was the creator or co-creator of numerous novel concepts, including the \u2018MagLifter\u2019 electromagnetic launch assist system, the Internet-based NASA \u2018Virtual Research Center\u2019 the \u2018Solar Clipper\u2019 interplanetary transport vehicle, the \u2018SunTower\u2019 space solar power system, the \u2018Hybrid Propellant Module\u2019 for in-space refueling, the \u2018HabBot\u2019 mobile planetary outpost architecture, the Advanced Technology Life cycle Analysis System (ATLAS), and others. Barnhard)<\/a><\/p>\n\n\n\n<p>The ability to provide power, as well as ancillary services,\nwhen and where needed is essential to virtually all aspects of human endeavor,\nand is enabling for any form of space development\/settlement. Space solar power\ntechnology holds the promise of being one of the few large-scale energy\ngeneration options that can scale to meet the growing electrical energy demand\nthroughout Cislunar space from the surface of the Earth to past the orbit of\nthe Moon. The narrative of the Cislunar Marketplace as a cooperative,\ncollaborative, and competitive ecosystem of entities engaged in space\ndevelopment speaks to how we can achieve the &#8220;promise of the\nfuture&#8221;.&nbsp; Going forward space\ndevelopment will accomplished by a combination of entities including: nation\nstate sponsored space agencies, commercial firms, non-profit organizations,\nuniversities, inspired billionaires, and individuals that bring unique\ntalents\/resources to the table.<\/p>\n\n\n\n<p>This multidisciplinary symposium will be a dynamic forum in\nwhich current and potential contributors to the Cislunar marketplace can\ndiscuss strategies for using space solar power and allied technologies to\nfoster an expanding space economy and sphere of human influence.&nbsp; The&nbsp;\nsymposium will focus on engaging the technical audience in a\ncollaborative discussion of the Cislunar Marketplace &amp; Space Solar Power,\naddressing both the problem\/trade space of \u201cCreating Enabling Infrastructure\u201c\nand the potential solution space of \u201cMeeting Customer Requirements\u201d, and the\nend-to-end system-of-systems considerations&nbsp;\nof space solar power..&nbsp;&nbsp; The\nsymposium is intended to draw out opportunities for coordination, cooperation,\ncollaboration, and competition going forward.<\/p>\n\n\n\n<p>The Thursday morning program will open with a plenary presentation by Mark Sirangelo, former Special Assistant to the NASA Administrator, followed by Space Solar Perspectives End-to-End System of Systems Considerations Session including an International Academy of Astronautics (IAA) Space Solar Power Decadal Assessment Workshop, additional technical presentations, a panel discussion on international perspectives on Space Solar Power, and the 2019 International Space Solar Power Student Competition presentations of new research in the field.<\/p>\n\n\n\n<p><strong>Tech Session I \u2013 Cislunar Marketplace &amp; Space Solar Power \u2013 Creating Enabling Infrastructure: <\/strong>&nbsp;<\/p>\n\n\n\n<p>9:00 am \u2013 12:00 n &nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Facilitator: &nbsp;Gary P.
